"They're using their weight to bully public and private ambulance services to engage with them contractually," said Schultz, who estimates that the change, by affecting 20 percent of the city's insured ambulance transports, could cost the city more than $100,000, both through uncollected revenue and in the added cost of pressing to recoup payments.
